While a Raw-Infusion give slightly more base damage it also greatly reduces scaling. If you (for some reason) only have the minimum needed stats tu weil it efficently go for raw. But if you increased your Dex stat, no infusion is likely to be the most optimal choice. Infusions are not usually for STR, DEX, or quality builds in DS2.
